Milton is a Tennessee native born and raised in Dyersburg.  He attended the University of Tennessee at Knoxville for his undergraduate work, where graduated Summa Cum Laude in 1990 with a Bachelor of Science in Business Administration with a concentration in finance.  He attended law school immediately upon graduation, and graduated in 1993 from the George E. Taylor School of Law at the University of Tennessee at Knoxville.  Milton was accepted to the Tennessee bar in 1993, and has been in active practice ever since.

Milton is an active member of the Memphis and Tennessee Bar Associations.  At the Memphis Bar Association, he served in the Board of Directors of the Memphis Bar Association Young Lawyers Division from 1995 to 1998, and on the board of Memphis Area Legal Services Campaign for Equal Justice.  He is currently a litigation partner at Skouteris & Magee PLLC.
